摘　　要：“以德治国”的提出,是对马克思主义的国家学说、伦理学说,对毛泽东、邓小平治国思想的创造性发展。它与传统德治有着不同的内涵,实施“以德治国”必须与依法治国紧密结合起来。Government by virtue”is creative development to the theory of Marxism country and ethic and ideas of Mao Zedong and Deng Xiaoping.It's different from traditional theory.“Government by virtue”must connect with “government by law”.
