摘　　要：作者认为 ,环境资源法体系由三部分组成 ,一是对环境和自然资源综合调整法 ,二是自然资源法 ,三是环境保护法 。The legislative system on environmental resources consists of three parts: a comprehensive law adjusting the relationship between environment and nature, the laws concerning natural resources and environmental protection law. In addition, the author of the thesis presents his own proposals in view of legislation.
