公办高校人力资本的社会属性及其价值实现机制探析

摘  要:我国公办高校人力资本的社会属性大致经历了政府主导型行政隶属关系和市场主导型聘用关系两种形态。与之相适应,人力资本的价值实现也经历了不同的发展阶段。我国目前公办高校体制改革中要实现人力资本的价值最大化,必须建立健全与市场主导型聘用关系相适应的公办高校人力资本价值实现机制,包括引入机制、价值释放机制和退出机制。The social property of human capital in public higher learning institution in China experiences roughly two forms—the leading role played by government in administration-affiliated relation and market-oriented employmentrelationship. Together with it, the value realization of human capital also has different developing stages. Currently, the value realization mechanism must beestablished and perfected, including introducing mechanism, value-releasing mechanism and withdrawing mechanism, suiting market-oriented employment relationship, to realize the maximization of the value of human capital.
