摘　　要：《普通话水平测试实施纲要》是在 1 994年原《普通话水平测试大纲》一书的基础上 ,根据 2 0 0 3年新颁布的《普通话水平测试大纲》(文件 )编制而成的。《普通话水平测试大纲》总结了 1 0年来全国各地开展普通话水平测试工作提出的理论和实际问题。《普通话水平测试实施纲要》全面贯彻落实了《大纲》的指导思想和要求。本文概括地阐述了《纲要》与《大纲》的结合 ,并对《纲要》Implementation Outline for “Putonghua” (普通话) Proficiency Test (IOPPT) is compiled based on the previous Program for Putonghua Proficiency Test (PPPT, 1994) and the new edition (2003), which was promulgated by Ministry of Education and Committee of Language and Character. With many experiences of implementation of PPPT in different places for 10 years, PPPT is a summary of theories and practical problems for the past. IOPPT carries out the directive ideas of PPPT entirely. The paper explains briefly the combination of IOPPT and IPPPT, and illuminates some details during the compilation.
