对我省水利现代化的初步设想

摘　　要：文中对水利现代化的理念、内涵、评价体系及新领域进行了综合评述。山西一方面水资源严重短缺,另一方面浪费及污染严重,用水增加缓慢,有水不用的问题突出。水利既是社会经济发展的支持与保证,又依赖于社会经济发展的拉动。山西水利现代化首先要从节水、治污、发挥现有工程潜力开始,及时调整水库调度方案,把河流生态用水纳入资源分配,改善河流走廊生态环境。在抓好城市防洪供水的同时,加强城市河流的绿化,美化,把水利工作的重点逐步向城市延伸。要以信息化为中心,用新技术和新设备武装水利行业,提高服务水平。特别要抓紧水利体制改革,建立与市场经济相协调的新管理机制。In this paper,the conceptions,connotations,evaluation system and the new fields of water industry modernization are commended generally.Shanxi province is suffering serious water resources shortage;meanwhile the waste and pollution of water resources are also severe.In addition,the phenomena of slow increase of water consumption and the problems that water supply capactity of works cant't be brought into full play are obvious.Water industry is the support and assurance of society's economy development.The progress of the water industry modernization in Shanxi provinec should begin with the water-saving,the pollution conrtol and tapping the water supply potential of present works.The operation plan of reservoirs must be abjusted in time.The ecologial water demand in river must be taken into account in the allocation of water resources to improve the eco environment of the river corridor.In the city proper,the job of flood control and water supply must be done well;meanwhile the afforestation and the beautifying of municipal rivers should be carried out.The focal points of water industry job should extent to the cities gradually.In order to improve the service level,the construction of water industry informatization ought to be considered as the central task,and the water industry must be equipped with new technology and new installation.It is especially important to promote the system reform of water industry management and to establish a new management mechanism,which fits in with the needs of the market economy.
