摘　　要：分析公立医院改革的困境 ,提出产权改革是公立医院管理体制改革的核心和基础 ,并指出政府在改革中的职责。The predicament of public hospital reform has been analyzed in this paper. The authors put forward property rights which are the essentials and the basis of the management system reform in public hospital. Also the responsibility of the government in the reform is pointed out.
