摘　　要：论述了政府质量监督的工作重点 ,利用历史和发展的观点 ,分析了监督重点和监督方式两者之间的关系 ,提出了应根据不同的行为质量制定有相应监督方式的观点。Based on the standpoint of historical and development,the author pointed out the key point and a batter way of the construction supervision and analyzed the relationship between them.
