摘　　要：“国内规章”是保护国内建筑业的有力手段,“紧急保障措施”对于控制境外竞争者进入我国建筑市场、有举足轻重的作用。文章探讨国内规章和紧急保障措施对我国建筑业及国际建筑服务贸易影响,提出了我国的应对措施建议,对于利用WTO规则保护建筑业产业,创造有利于我国建筑业走出去的环境有着重要的意义。Domestic Regulation and Emergency Safeguard Measures are two key issues during the new round of trade negotiations in services. This paper introduces the background and new development of the issues, and discusses about their influence on the international trade in construction services and the Chinese construction industry.
