摘　　要：　福建省于2003年4月建成了全省防汛指挥视频会商系统,该系统具有召开全省电视电话会议、远程防汛会商、汛情现场实时监视等功能.在节约时间、降低成本、提高行政效率的同时,对防汛抗灾救灾工作具有特殊的意义.该系统支持多点视频会议功能和数据会议功能,可应用于防汛系统的行政会议、防汛异地会商、应急抢险、技术讨论和培训等方面.文中重点介绍了该防汛指挥视频会商系统的组网技术和功能.The Fujian Province flood control command system of television consultation was developed in April 2003. The main function of this system is to hold televisional and telephonic meetings,remote flood control consultaions,as well as realize flood (real-time) monitring. The system has special significance for flood control and disaster-relief work,including time saving,cost (reducing) and improving administrative efficiency. The system supports the functions of multi-point television and data meetings. It can be used for the administrative meetings of flood control and training. The paper emphasizes its net technology and the function of organizer for flood control command televisision consultation.
