摘　　要：介绍了意大利足球彩票的起源、游戏竞猜规则、管理运作方式、收入分配和使用等发展状况 ,并与我国足球彩票进行比较 ,研究结论 :(1)转变观念 ,实现足球彩票的产品创新 ;(2 )建立、健全完善的管理体制和法律机制 ,规范足球彩票市场 ;(3)提高返奖率和规范营销运作机制 ,使足球彩票真正成为发展体育事业的催化剂 ;(4 )改革现有体制 ,完善体系建设 ,使足球彩票成为推动我国经济可持续发展新的经济增长点。This article has introduced the provenance of the Italian football lottery, the status of the rules of game competitive guesswork, the way to manage and function ,the using and admeasuring of the earning. Comparing with the football lottery in China, the conclusion of the disquisition: (1)we must change our ideas,and carry out the innovation of the products of football lottery; (2)We must build and complete our system of management and law, make the market of football lottery normative; (3)We must raise the rate of retuning and make the mechanism of the management and the vendition normative, at the same time, make the football lottery be the activator of the physical enterprise;(4) We must reform the system in existence, complete the construction system, make football lottery the point of economical increasing which can promote the Chinese standing development in economy.
