摘　　要：借助中介组织 ,实现部分公共职能的社会化 ,是在不减损政府宏观管理能力的前提下达到机构精简的一个可行做法。本文在十六大、十六届三中全会精神的指导下 ,提出培育社会中介组织、促进政府职能社会化的构想。It is a practicable way to streamline the administrative structure under the prerequisite of not reducing the governmental function of macro coordination to realize the socialization of part of governmental public function with the help of intermediary agencies. On the guide of the principle of the 16 th National Congress of the Party and its 3 rd Plenary Session, the article proposes cultivating intermediary agencies to promote socialization of governmental functions.
