摘　　要：本文首先描述我国排污权管理制度、排污权市场运行状况,然后从市场的三个层次分析我国排污权市场运行低效的制度成因,在此基础上探讨我国排污权市场由计划经济形态向市场经济形态"转轨"建设的制度路径。The paper first describes the administrative institution of China's pollution property rights and its operating situation. Then it analyzes the institution cause which bring the lower operating efficient of China's pollution property rights market from the market's three layers, basing these discussion, the paper research the way and the steps that China's pollution property rights market transform into marketing system from planning system in the end.
