摘　　要："产权清晰、权责明确、政企分开、监管科学"是我国国有企业进行改革、改组、改造,建立现代企业制度的基本原则,是党中央、国务院关于国有企业改革和发展的既定方针和基本政策。国有企业在我国经济中占据着举足轻重的地位,搞好国有资产监管,充分发挥国有经济在国民经济中的主导作用,是发展社会主义市场经济和加强国家宏观经济调控的需要。'Clearp roperty right, well defined power and responsibility, separating government function from enterprise management, and scientific supervision' are the basic rules which our country's state-owned enterprise carry on reform, reorganization, alteration, as well as setting up the modern enterprise system. It is the basic policy of state-owned enterprise reform and development which made by the Central Party Commitee and the State Council. The state-owned enterprise is occupying very important status in our country's economy. Doing state-run assets well to supervision, full playing leading role of the state-owned economy in national economy, are the demand of the socialist market economy development and strengthening national marcoeconomic regulation.
