摘　　要：苏南地区公地数量多,性质复杂,包括有宗族的土地、宗教团体的土地、学田和公益机构的土地,这些公地多用于救济和公益事业。如何处理公地问题,是苏南土改的重要内容。地区党委制定了切实可行的公地政策,分两步处理公地,初始分配出现过一些问题,后经过纠正得以顺利完成。这一过程体现了地区领导对公地政策执行的慎重性和为苏南土改顺利进行所做的努力。The common lands in Southern Jiangsu were large in number, complex in nature, for they may be owned by a clan, a religious group or a charity organization. These lands are for salvage and charity use. How to deal with such lands is an essential task in Southern Jiangsu land reform, during which the local committee of CPC laid down feasible policies and set up two stages to deal with the common lands problem. Problems arose at the first stage, but after they were rectified, land reform went on smoothly. This process was indicative of the discreetness on part of the local leaders in dealing with the common lands and their contribution to the smooth going of land reform in Southern Jiangsu.
