摘　　要：近年来,东部与中西部在经济发展中的差距,受到人们广泛关注。传统的经济增长理论与我国经济增长现实相佐,所以我们必须重新审视中西部的现实状况。二元经济结构转换的滞缓影响了中西部的经济发展。而制度因素是中西部二元经济结构转换的制约因素。中西部二元经济结构转换需要新的制度安排。In recent years, people are paying attention to the increasingly bigger differences of the economy development between the east and the inside-west China. The traditional theory on economy growth is unconsistent with the fact of China. So we must research the actuality again. The slow speed of economy construction conversion affected the economy development of the inside-west region. The old system is restricting the economy construction conversion. New systems are needed during the construction conversion.
