摘　　要：商王朝对封国方国初步形成了一套监察制度。其办法是商王设立“监”官 ,对外出巡守时的祭祀进行监督 ;在封国方国内建立“史”官和总领四方的“四方之史”及临时派遣的使者 ,掌握了对地方军队的统帅监控 ;王还通过出“省”诸侯 ,出“循”A set of supervisory system for the feudal states and “fang” states began to take shape in Shang Dynasty.In order to carry it out,the king of Shang set up supervising official who is supposed to supervise the sacrificies on an inspection tour.Then the king also set up historiographer in the feudal and “fang” states,the local historiographer in all place and the envoy appointed temporarily.Thus the commanders of local troops were under supervision.Furthermore,the king also sent princes who made an inspection tour of the feudal and “fang” states to perfect the inspection system in ancient times.
