摘　　要：解决好"三农"问题,是关系到我国全面实现小康的首要任务。对于中国这样一个农业大国来说,控制农业人口的数量,提高农业劳动力的科技文化素质及技能,引导农民转变传统观念,向非农产业及城镇化转移,是在搞好农业的同时,解决农业失业人口再就业,提高农民收入的良好途径。It is the focal task to solve the problems relating to agriculture,rural areas and peasants.For a country like China with such a huge proportion fo rural population,how to control the rural population,improve the quality of agricaltural labor force,change peasants' ideology,transfer the peasants into non-agriculture fields and shift peasants to urban areas is crucial for the re-employment of the laid-off agricaltural population and the increase of peasants' income.
