摘　　要：　叙述了里海地区苏联的解体 ,引发出区域划分归属的矛盾。因丰富的油气储量 ,引发出资源所有权的纷争。因举足轻重的地缘战略地位 ,引发出俄美进行能源开发争夺的热点 ,因油气出口路线方案的选择 ,引发里海输油管道的经济利益之争和此起彼伏的地缘政治较量。This paper introduced the various unsteady situations in Caspian Area caused by different reasons, including the contradiction of partition and ownership of regions due to the disorganization of Soviet, the dispute on ownership of resources due to the rich reserves of oil and gas, the contention between Russia and America for the exploitation of energetic resources due to its crucial geographical strategic position, and the competition of economic benefit for oil pipeline and ceaseless geographical political contest due to the selection of schemes on outfalls and routes of the pipeline.
