摘　　要：为探讨重大武器装备采办项目里程碑设置的普遍规律,运用理论研究和案例分析相结合的方法,从控制项目资源投入的角度入手,通过对项目管理理论中共同生命期模式的研究,以及对美国国防部所作的历次国防采办阶段划分和里程碑决策点调整的分析,在项目生命期上发现了设置里程碑的最佳区间,并据此得出结论:认为重大武器装备采办项目的里程碑设置,应从资源控制的角度出发,在最佳区间内,根据技术发展状况和用户需求灵活设置.The paper discusses the issue how to establish milestones for major weapon equipment acquisition programs (MDAP) that arises in the practice of weapon equipment construction. Through an analysis on the law of the common program life-cycle and an investigation into the evolution of the U.S. weapon equipment acquisition management framework, the paper discovers 'the best period ' for the establishment of program milestones in the common program life-cycle, and draws to the conclusion that the milestones for the major weapon equipment acquisition programs should be established in 'the best period' discovered here while taking the technology opportunity and user needs into consideration.
