摘　　要：出于国家安全的需要,如何有效、经济地建立满足合法侦听(LI)需求的电信网络,是各国电信业界面临的重要问题,许多国家已提出了自己的法案和规范。分析了LI最新的国际标准和动态,给出了LI的基本流程和系统结构,提出了我国如何实施合法侦听的建议。As the requirement of national security, it is important to establish LI-enable telecomm network effectually and economically for telecommunications service provider. Now many countries have released their protocol and specifications related. This thesis analyzed the latest international standard and prospect, and presented LI basic flow and system architecture. At last authors also presented advice for LI implementation.
