摘　　要：工程质量监理中主要存在监理单位机构设置及人员配备不合理、与建设单位以及承建商的关系不顺、施工阶段监理工作开展不到位等问题。为保障工程质量,在实施备案制后对监理单位加强监督管理应该从以下几方面入手:严查资质及机构设置情况,规范建设单位行为,加强对监理单位和监理人员行为的监督。The main problems existing in the engineering quality monitoring are the irrational institution of the monitoring units and the irrational providing of monitoring personnel, the unsmooth relations with the units undertaking proj ects and the units contracting to build, and the improper work of the monitoring in construction stage, etc. In order to guarantee the engineering quality, the supervision and management for the monitoring units after the practice of the re cording system should be carried out from aspects of making close check of their qualification and institution, regulating the behaviors of the units undertakin g projects, and strengthening the supervision on the monitoring units and monito ring engineers.
