摘　　要："有事法制"的通过将为日本实现真正的"海外派兵"奠定法律基础,为最终取消对集体自卫权的限制创造了条件.日本的安全防卫政策正在发生战略性转变.The author said that the 'three Emergency Measures Bills' being reviewed by Japan's Diet will lay a legislation footing for dispatching the limited troops overseas and ultimately provide basis for abolishing the limitation of collective self-defense right. The Japanese security defense policy is undergoing a strategic transformation.
