摘　　要：本文概述了1991年2月6日莱州3.8级震群及3月14日蓬莱东北海域4.7级地震事件的应急中,烟台市及有关县(市)政府行使行政指挥、决策和组织等职能,山东省地震部门及时判断地震趋势、发挥参谋作用,从而迅速稳定社会的主要做法及特点。这对于有社会影响的中小地震的应急具有一定的意义。This paper outlines the main practice and characteristics of the functions of administrative commanding, decision and organizing fufilled by the governments of Yantai city and the related counties (cities); the earthquake tendency assessed in time and the advices given by the seismological departments of Shandong Province so as to tranquillize the society in the emergency measures taken against the events of the earthquake swarms with M 3. 8 occurring in Laizhou on February 6 and the earthquake of magnitude 4. 7 occurring in the northeast sea area off Penglai on March 14, 1991. It is of certain significance to the emergency measures against medium-small earthquakes that may affect the society.
