摘　　要：本文对陕北风沙区的自然特征、社会经济特点进行了较全面分析,区内资源有二大优势—土地广阔和煤炭储量大。制约优势资源开发因素有干旱风沙、水土流失等自然生态环境恶化和缺资金、人才与信息不灵等人文环境不良。该区开发与整治重点是以土地、煤炭开发为中心,建立综合农业商品生产和能源重化工两个基地,并以整治风蚀沙化为中心的生态环境整治。在此基础上,提出了该区农业、工业生产布局。The paper comprehensively analysed the natural features,and social economic characteristics in the wind-sand impacted areas. There are two dominant positions of resources in the areas. One is the wide land,the other is the large coal deposit. The limited factors of dominant resource development are natural ecological enviromen-tal deterioration which include drought wind-sand and water and soil erosion etc,and human unsuited enviro-ment which include financial support,talent and information lacks etc. In the areas,the focal point of the development and management is in the center of land and coal development,to construct the two bases of integrated agricultural commodity production and energy and heavy chemical industry,and to manage the ecological environment in the center of harness wind-sand erosion. On the basis of the analysis,pointed out the views of agricultural and industrial productive distribution in the areas.
