摘　　要：从地表水质现状出发,寻求有利经济结构调整、重大区域开发规划布局与水质目标管理的科学水环境功 能区划方案,为实施水污染物排放总量控制,改善地表水质提供技术支持。Starting from the existing condition of surface water qualitied, the beneficial economic structure adjustment, the plan layout of important district exploitation and scientific programme of water qualities target management were sought so as to fulfill total water target pollutants discharges control, improve surface water qualities and provide technical support.
