关于中国石油环境与石油安全体系的战略思考

摘　　要：石油作为具有战略意义的经济资源 ,对于国家经济安全至关重要。制定保证国民经济发展和国家经济安全的石油安全战略 ,已成为世界各主要石油消费国共同面临的紧迫任务。中国经济发展对石油需求逐年增加 ,进口石油份额将越来越大 ,加之国际市场风险以及石油地缘政治等因素复杂多变 ,导致中国石油安全形势相当严峻。从参与海外石油产权竞争、开展石油外交、加强能源安全合作、建立国家战略石油储备等方面 ,提出中国石油安全战略体系的初步构想。As one of the economic resources of strategic importance, oil is extremely important for national economic security. Formulating strategy of oil security to ensure development and security of national economy has become urgent task which major oil consumption countries in the world are facing with. The need for oil in China's economic development is increasing annually, more and more oil will be imported, the risk of international market and oil producing countries' political status are complex and rather changeable, all of which resulted in a serious situation for Chinese oil security. Put forward primary idea about strategic system of Chinese oil security in terms of joining oversea competition of oil production poverty, developing oil diplomacy, strengthening cooperation of energy resources security, build national oil storage, etc..
