摘　　要：目的　综述欧盟推行的 1 %法则及其医学风险评估技术与管理策略。　资料来源与选择　国外相关研究论文和学术专著。　资料引用　论文、综述、研究报告和标准 1 6篇 ,专著 1本。　资料综合　阐述 1 %法则的内涵及其外延技术 ,包括 :医学失能风险评估方法、风险评价模型、风险控制与管理策略。　结论　 1 %法则提出了独特的安全管理理念和风险评估技术 ,倡导航空医学鉴定的重点应放在飞行员的失能绝对风险评价上 ,而不是单纯针对某一病种的归因风险评定 ,为航空医学标准的制定和体检认证决策提供了准则 ,是一种具有实际应用价值的方法学。Objective To review the 1% rule applied to aircrew certification in European as well as risk assessment and management strategy. Literature resource and selection The related published original articles, reviews, monographs and medical standards in this field. Literature quotation Seventeen references were cited. Literature synthesis Connotation of the 1% rule and its extension including risk assessment,risk assessing model,risk control and management were expounded. Conclusion The 1% rule has provided a yardstick for medical decision on aviation certification and proved to be a valuable methodology. More attention should be paid to absolute personal risk of incapacitation rather than to simple attributable risk of any one condition.
