摘　　要：建设领域拖欠农民工工资问题比较严重。目前，各级政府都下了大力气来抓“清欠”工作。但是，要从根本上解决这个问题，必须从源头抓起，建立保证农民工按时足额领到工资的长效机制：一要健全法制，规范市场；二要转变农民工的弱势地位；三要大力发展专业劳务公司。The problem of defaulting civilian worker's salary is quite serious in the building field, At the present time, governments at all levels are making great efforts to deal with the work of clearing default. However, it must begin from source to solve this problem fundamentally, setting up long result mechanism to guarantee civilian workers' receive their salary on time and with adeguate amount. The mechanism is as follows: First, perfect the legal system and standardize the market. Second, change the weak tendenly status of the civilian workers. Third, develop the professional labor service company in a more cost-effective manner. Fourth, reform and perfect the appraisal system of the achievements, such as strengthening the anti-corruption dynamice of the building market.
