摘　　要：河北省作为农业大省 ,要实现全面建设小康社会的宏伟目标 ,重点、难点在农村。农村能否完成全面建设小康社会的各项任务 ,对全省来说举足轻重。只有农村全面实现小康 ,全省才能全面实现小康。论文通过对河北省农村全面建设小康社会制约因素的剖析 。In order to speed up the process of all-round constructional well-to-do society,We must push on adjusting of agriculture and strategy of agricultural economic structure,increase peasants' revenue,deepen reformation of agricultural economic system continually.Set up and perfect the system of supporting and promote in countryside,speed up the process of cities and towns promote the transferring of surplus of labor power in countryside,enhance the construction of social business in countryside for establishing base of all-round construction well-to-do society.
