摘　　要：通过专家咨询和PRA法确定了与湖北省农村地区政府承受能力相适应的基本公共卫生服务项目,并对各级政府负担现状和能力进行了分析。发现省、地级财政的投入严重不足。提出提高公共卫生政府负担的层级,对某些财政能力低下的地方政府可实行政府转移支付。指出确定公共卫生项目和各级政府负担额度应注意的问题。This article is to set down the rural basic public health items based on the government burden ability of Hubei by expert reference and PRA. It analyzes the actuality and the ability of the governments burden. It finds the province and the area input to the public health is limited. It presents we can guarantee the sufficient input by transfer payments. It points the noticed problems when we set down the basic public health items and the burden of government.
