摘　　要：实现土地利用方式由粗放型到集约型的转变是山东省土地利用战略的关键。主要措施包括:以市场为导向调整用地结构,发展高效生态农业,实现土地的多元化利用;加强土地整理复垦,改造中低产田,提高农业生产的抗灾害能力和粮食保障水平;积极推进城镇化,优化城镇空间结构,提高城镇土地产出率;制定科学可行的土地利用规划、城镇及城镇体系规划;建立与市场经济体制相适应的土地资源管理体系。The following is the main countermeasures:①To adjust the proportion of different types of land use with the direction of market and to develop efficient and ecological agriculture, so as to realize the comprehensive use of the land resource in Shandong province. ②To pay more attention to the reclaim and renovation of the used and the being used land and the improvement of the low—or middling—yield cultivated land, and to enhance the ability to resist disasters and the level of guarantee of food supply.③To promote actively urbanization, and at the same, to optimize the spatial structure of the cities and towns of Shandong province to increase the output of the land used as city or town.④To make scientific and feasible plans, including land use plan, urban plan and urban system plan.⑤To establish an administering system that adapts well to the socialism marketing economy system.
