质量、环境和职业健康安全一体化管理体系应用于电站锅炉企业实践探讨

摘　　要：ISO 90 0 0、ISO 1 40 0 0、OHSAS 1 80 0 0三大管理体系的建立、认证和持续改进 ,已成为现代企业的管理水平和持续发展的重要标志。特别是我国入世后 ,企业能否在全球经贸活动中生存、竞争、发展 ,质量、环境及职业健康安全问题已成为不可回避的难点 ,也是必须克服的重要障碍。在QMS、EMS、OHSAS三大管理体系推行、建立、认证和持续改进的实践中 ,对于企业来说怎样才能减少三大管理体系建立中的交叉、重叠、重复、资源 (人、财、物 )浪费 ,管理效率、效益低下的问题 ,它是摆在众多管理工作者面前值得探讨的课题。着重提出了QMS、EMS、OHSAS三大管理体系整合及其一体化的问题 ;探讨了整合与一体化的基础条件 ;三体系的框架及选择整合模式的确定 ;综合国内外成功企业的三体系整合的实践经验 ;提出 5个方面相融性的基本方法 ,可供电站锅炉企业参考应用。Implementation, accreditation and continuous perfection of three management systems, namely ISO 9000, ISO 14000 and OHSAS 18000, have become an important landmark for the management level and ability of sustainable development of modern enterprises. Especially after Chinas accession to WTO, issues of quality, environment, and occupational health and safety become unevadable for the existence, competition and development of the enterprises in their global economic and trade activities. enterprises or accreditation, they all are thinking deeply as how to avoid those unnecessary intersection, overlapping, and repetition among these systems, so that the resources could be fully utilized, and the management could be much more efficient. Authors consider that these systems might be integrated and united, circumstances for integration and unification are discussed, and determine frame and model for three system. practice of some successful enterprises for these system integration, suggestion for five other hand basic method, some enterprise reference could be suppiled.
