摘　　要：本文阐述了保护生态环境与建设小康社会的内在关系。树立和落实科学发展观,必须在追求发展之时,切实有效地保护生态环境;在实际运作中,要理清人与自然的矛盾二重性,杜绝先污染后治理之举。同时分析了制约我国农业发展的环境因素,并提出了实现城乡生态环境统筹保护的若干对策。The relationship between protecting ecological environment and the building welloff society was explained. The scientific development view should be built up and carried out, the development and ecological environmental protection is the same important, in the practice, the contradiction of human and nature should be cleared up, the action that polluted first and then tackled should be forbid. The environmental factors that limited the agricultural development were analyzed, and the countermeasure to realize the comprehensive protection of ecological environment was put forward.
