摘 要:本文首先对港口的经济属性进行了分析,指出港口基础设施的资产属性不同于一般的竞争性国有资产,港口资产的特殊属性迫切要求与之相适应的资产管理体制。然后对目前我国港口国有资产的规模、特点、管理现状和存在的问题进行了分析,在此基础上提出了今后港口国有资产管理的目标、原则和可选模式,并对可能的四种管理模式进行了利弊分析,最后推荐中央政府和地方政府共同行使出资人职能为目前港口建设任务繁重阶段的可行模式。根据过渡经济学的理论,文章最后对港口国有资产管理体制改革提出了近期和远期两套改革方案。The paper analyzes the economic characteristic of port infrastructure and points out that the characteristic of state-owned capital of port infrastructure is different from that of common competitive state-owned capital. Special characteristic of port infrastructure needs suitable management system urgently. The paper analyzes the scale, characteristic, management situation and problem of state-owned port capital, and puts forward the target, principles, and candidate model of state-owned port capital management. It also analyzes the advantages and disadvantages of four management models. At last, the paper recommends that both central government and local government should function as an investor at the busy stage of port building. According to the theory of transitional economics, it puts forward short-term and long-term reform plans about the state-owned port capital management at the end of the paper.
