摘　　要：国内外对于交通运输外部性的研究不少,但是对于水路运输外部性及内部化的问题至今缺乏系统的研究。本文根据外部性的原理,比较详细地分析了水路运输外部性问题,并阐述了内部化的必要性和原理,最后提出了一些相关政策意见。There are many researches on externality of transport at home and abroad.However, the researches on externality of waterway transport are still lacking now. Based on the principles of externality, this article definitely analyses the problems of externality of waterway transport, meanwhile, expatiates the essentiality andprinciples of internalization, at last, put forward some related suggestions of policies.
