摘　　要：贫困地区高校图书馆存在种种问题 ,致使它不能很好地服务于学校的教学和科研 ,不能有力地推动地方经济与社会的发展。为改变此状况 ,图书馆的建设必须走依法治馆、调整改革。In an undeveloped area there are so many problems with strengthening the College library that the library won’t be able to provide more efficient service to the college’s teaching and research.Nor can it play an important role in speeding up the local economic development.In such a case,the college library should be managed,reformed and strengthened by law.
