摘  要:东北地区是计划经济体制惯性最强的地区,从传统就业体制向市场化就业体制的转换较慢。在国有经济与非国有经济的竞争中,国有企业转向市场化就业体制的内在动力逐步增强,国有企业内部两种就业体制并存的现象越来越突出,企业内部劳动力市场二元化的趋势十分明显。近年来,东北地区国有企业从业人员持续下降,一方面是国有企业在释放冗员,另一方面是国有企业自身调整雇用制度的结果。The Northeast area has strongest inertia of planning economy and slowly transforms from tradition employment system to market-oriented employment system. During the competition between public sectors and non-public sectors, the internal motive of SOEs to transform to market-oriented employment system has been stronger and stronger. There is an obvious phenomenon that two kinds of employment systems coexist inside the SOEs, and the labor market inside the enterprises tends to be dualized. In recent years, the quantity of employees in SOEs has kept dropping continuously. On one hand, SOEs are releasing the supernumerary employees and on one hand it is the result of SOE's adjustment of employment system.
