摘　　要：系统介绍了国外通用的“3E”评价法、标杆管理法、平衡记分卡法三种政府绩效的评估方法,深入分析了这三种方法的政府绩效评估准则、指标设计特征、评估程序与实施方法、运用背景以及存在的主要问题,扼要总结了国外政府绩效评估的成功经验,并提出了中国地方政府施政绩效评估体系设计的路径和策略。Three Es, Benchmarking and the Balanced Scorecard are three common methods of government performance evaluation in foreign countries. Focusing on the background, values, indicator-selecting characteristics and the existing-problems of the three methods, this paper compares the merits and disadvantages of the three and gives a summary about their success and failure. Finally, we also make some suggestions on the ways and tactics of performance evaluation in Chinese local governments.
