摘　　要：本文通过对电信规制博弈中参与各方的行为分析 ,对照电信有效竞争的目标 ,分析了电信资费政策与有效竞争的关系 ,并通过对美国、英国和日本三个国家的资费政策分析 ,针对我国电信资费政策中存在的问题 。By analysis of the players' behaviors in the telecommunication regulation game, and based on the principles of efficient competence , this paper analyses the relationship between telecommunication tariff policy and efficient competence . And by reference of USA's, UK 's and Japan's experiences, we provide our suggests for the problems of telecommunication tariff policy in China .
