摘　　要：本文介绍了全球化背景下的伙伴制及其在城市治理中的作用,选取了非洲、欧洲和亚洲国家作为实例,来说明伙伴制运作的现实情况,旨在为城市伙伴制的进一步完善提出新问题,从而为跨文化比较提供一些借鉴。The research investigates the partnership as urban policy under globalization and its effects in urban governance. With the case studies in Africa, Europe and Asian countries as references, the author focuses on the real action taken in operating partnership, trying to propose solutions to improve partnership through trans-cultural comparisons.
