摘　　要：巴勒斯坦难民问题是中东和谈的重大问题之一。它是由阿以冲突造成的 ,双方都对难民问题负有责任。巴勒斯坦难民有权返回自己的家园。以色列企图逃避自己在难民问题上的责任 ,甚至不惜歪曲联大决议 ,以拒绝难民回归 ,其根本原因是为了保持犹太国的性质 ,所以即使最左翼的以色列政府能够接纳的难民数也是有限的。巴勒斯坦难民问题的解决有待阿以双方和国际社会的共同努力。The issue of Palestinian refugees has been one of the major problems in Middle East peace talk. It is the result of Arab-Israeli conflicts, and the both parties are supposed to be responsible for the issue. Palestinian refugees are entitled to return to their own homes. Israel tries to shun liabilities on the issue of refugees, so much as that it even tries to deny UN resolution for the refugees returning to their homes. The fundamental reason behind this is to maintain the nature of a Jewish nation; as such, even the number of refugees acceptable by the most leftist Israeli government is rather limited. A solution for the Palestinian refugee issue requires joint effort by the both parties of Arab and Israel and the international society.
