摘　　要：人大监督政府权的实施现状主要表现为三个方面的不足:即监督权的弱化、虚化和权威缺失。实现人大监督政府权的路径包括:党内民主先行、实现人大代表的代表性、落实人大监督政府权的程序和重构公共财政的管理体制等。The present condition that the congress supervise the government mainly shows three lackages , that is supervision power is waek, nomial and lack of authority. The way to realize the congress to supervise the government includes that the democracy inside the party first ,delegates of the congress stand for all the people, make out the procedure to supervise and reconstruct the management systems of public finance ,etc.
