论CEPA的主要特点与战略意义

摘　　要：CEPA的出台是由内部因素和外部因素共同作用的结果 ,其内容包括货物贸易自由化、服务贸易自由化和贸易投资便利化等各个方面。CEPA属于自由贸易协议 ,其主要特点是在“一国两制”的框架下 ,由中国中央政府和香港特别行政区政府共同签署的 ,因而其规定的互惠条件不仅优于WTO ,也为其他地区的FTA所不可比拟。CEPA的战略意义是 ,其有效实施必然会大大促进两地经济的协调发展 ,实现双赢 。The implementation of CEPA is the result of the combination of factors from both inside and outside.Its contents cover such dimensions as the liberalization of trade in goods and service,as well as the facilitation of trade and investment. CEPA falls into a free trade agreement, of which the main characteristics are:it is an agreement reached between China Central Government and Hong Kong Special Administrative Region Government within the framework of “one country,two systems',The conditions stipulated in this agreement are more favorable than those in WTO,and are not matched by other regional free trade agreements. The strategic importance of CEPA is:the effective implementation will certainly contribute to the harmonious development of economies between the mainlard and Hong Kong,create win-win game situation,as well as enhance China's comprehensive national forces and international competitive strength.
