基于CAS理论的大学多主体科技合作的体制与机制研究

摘　　要：在概述了系统科学的CAS理论特点基础上给出了大学的多主体科技合作(MASTC)的基本概念;指出了国际多主体科技合作存在的问题和我国高校多主体科技合作的现状;提出高校多主体科技合作是开放的基于多规则的高智力多主体行为构成的复杂系统的思想;从对系统主体特点和系统自适应的分析入手,研究分析了MASTC体制和机制的作用、相互关系和确立原则;提出主体动态利益均衡实质是合作竞争者议价能力排序关系不变和要保护主体创造力的观点;指出了影响主体议价能力的因素和同学科或同技术领域上下游关系多主体合作中存在的"价值转移"的现象。It proposes the basic concept on Multi-Agent S&T Cooperation (MASTC) based on the outlining characteristics of Complex Adaptive System (CAS) theory,and reviews the problems in international MASTC and the MASTC situation in universities in China. It points out that MASTC of university is an open complex system which is constituted by intelligent multiagent's behaviors based on multi-rules. From the aspect of analyzing agent's characteristics and adaptation of the system,we have studied the role of the system,or structure,and mechanism of MASTC,relations between them,and the principles of setting them. We point out that dynamic equilibrium of the agent benefit in essence is keeping the orders of bargaining power of competitors and protecting the creativity of the agent. It also suggests that the factors which have effect on the agent's bargaining power and the 'value migration' existed between agents of MASTC of the same disciplinary background or longitude.
