医疗服务不合理收费问题剖析及对策

摘　　要：合理收取医疗服务费用 ,是关系到医院生存、维护人民群众利益的重大问题。文章例举了不合理收费的表现 :(1)无依据收费 ;(2 )超标准收费 ;(3)不规范收费。据此初步分析了产生不合理收费的原因 :(1)政府财政投入不足 ;(2 )医疗服务价格低于医疗服务成本 ;(3)医疗机构存在忽视乱收费的问题。针对上述原因 ,探讨了应采取的对策 :(1)改革医院补偿机制 ,建立起真正意义上的非营利性医院 ;(2 )理顺医疗服务收费价格 ;(3)加大监督力度 ;(4 )医疗服务收费规范化 ;(5 )完善制度 。Proper charge for medical service is greatly related with hospital survival and protection of people's benefits. The forms of improper charge for medical service are as follows: (1) charging without basis; (2) charging over limitation; and (3) charging without standard. The reasons of improper charge for medical service are as follows: (1) financing from government is short; (2) the price of medical service is lower than cost of medical service; and (3) medical institutions ignore problem of improper charge for medical service. Aimed at the reasons mentioned above, the paper put some countermeasures as follows: (1) reforming hospital compensatory mechanism to establish real non-profit hospital; (2) straighten out price of medical service; (3) strengthening supervision; (4) standardizing charge for medical service; and (5) perfecting system and reinforcing self-restraining mechanism.
