资金循环结构对日本金融改革的影响

摘　　要：日本经济自上世纪90年代初步入衰退的10年来,国内资金循环出现的"由民间向政府"的转移倾向,是抑制日本民间金融机构发挥资金配置这一本质中介职能的重要原因。而近年来日本干预外汇市场不断膨胀的外汇储备向美国市场的流动也抑制了国内资本市场的发展。文章认为,应凭借内在发展需求来带动资金以国内民间经济为主循环渠道,才能保证包括金融机构在内的整体经济健康持续地发展。Since Japan entered recession In the early 1990s,a'civilian to governmental'trend has occurred in its domestic fund recycling,which is a major reason preventing the country's non-governmental financial institutions from playing the inherently intermediate role of allocating funds.Another check on the development of Japan's domestic capital market is increase in the flow of Japan's foreign exchange reserves to the US market from Japan's exchange interventions in recent years.This paper holds that only through the main fund-recycling channel of the domestic non-governmental economy,driven by internal development demands,can the whole economy enjoy sound and sustainable development,including financial institutions.
