行政责任追究是预防与控制突发公共卫生事件的核心

摘　　要：目的 :有效预防和控制各类突发公共卫生事件 ,尽最大努力减少损失。方法 :明确各级政府和相关部门在预防控制突发公共卫生事件中的责任 ,实行行政责任追究制度 ,责任落实到位 ,措施及时得当。结果 :突发公共卫生事件处理责任意识加强 ,报告及时率和救助能力明显提高 ,有 97.98%的突发公共卫生事件 ,政府分管领导和卫生行政部门负责人到现场指挥。与 2 0 0 1年相比 ,2 0 0 2年全区疫情和突发公共卫生事件首例病人发病时间到报告时间由 30 .6天缩短为 7.6天 ,疫情平均持续时间由 33天减少到 18天 ,病死率降低 15 .6 9‰ ,全区突发公共卫生事件的预防控制逐步形成政府领导、卫生部门技术支撑、其它部门配合和群众参与的工作机制。结论 :行政责任追究是预防控制突发公共卫生事件的核心。The purpose of investigation of administrative responsibility is to effectively prevent and control all kinds of emergent public health hazards and to reduce the loss as far as possible. We determined the responsibilities of the governments at different levels and relevant departments during emergent public health hazards occurring and investigation of administrative responsibility was implemented. The cognition of solving emergent public health hazards was strengthened. The rate of reporting timely and the ability of rescue were obviously improved. Among 97.97% emergent public health hazards, the leaders of government and the leaders of health administrative department directed on the spot. Compared with 2001, the interval time from incidence time to report time for the first case among emergent public health hazards and epidemics was reduced from 30.6 days to 7.6 days. The average duration of epidemics was reduced from 33 days to 18 days. The fatality rate was down to 15.69‰. The operative mechanism of emergent public health hazards prevention and control was gradually formed in the region, which was government leads, health departments supplied technique support, other departments cooperated and residents participated.
