摘　　要：论述了加强和完善教育法制建设的必要性,进而提出了加强和完善教育法制建设,推动教育管理改革的四条对策:完善教育法制体系,建章立制,依法行政和搞好教育法制宣传。Discussed the necessity on strengthening and perfecting the educational legal system and put forward four countermeasures of strengthening and perfecting the educational legal system construction and promoting educational management innovation. The countermeasures include perfecting educational legal system, establishing rules and system, administrating according to the laws and educational system propaganda.
