摘　　要：本文论述了工程总承包与项目采购之间的关系,传统模式、设计/建造、交钥匙工程、EPC等项目采购模式的各自特点及他们之间的关系与内在联系,提出了中国建筑业实施工程总承包的策略与建议,包括加速发展工程咨询业、建立新的承包合同体系等。This paper discusses the relationship between engineering contracting and project procurement model, the characteristics, relation and connections of different contracting model, such as Design/Build, Turnkey, EPC (Engineering procurement Construction), and Traditional project procurement models; puts forward the strategies and suggestions for engineering contracting, including the development of engineering consultant industry, the building of new contracting contract system and the deepen reform of Chinese construction market,etc.
