摘　　要：本文根据我国经济发展目标和能源发展所存在的实际问题,提出要进一步明确能源发展战略的需求导向、以电力为中心的能源建设方针和重点,优先使用国外石油资源的利用顺序以及石油战略储备的运用方式。在加快能源工业发展的过程中,要坚持运用先进技术,坚持市场化改革的方向,坚持节约能源与环境保护。保证能源工业的可持续发展、研发投入与科技成果的运用。加强能源的宏观管理。Based on national economic development goals and problems existing in energy development, this paper points out that we should make sure the demand-orientation of energy development strategy, the key points of energy construction, arrangement of prior employing two oil resources at domestically and abroad. and how to use oil reserves. Meanwhile, in the process of speeding up energy industry development, we must insist on employing the advanced technology, market-oriented reform, and effective use of energy and environment protection policies. We should also make sure sustainable development of energy industry, R&D investment and applying scientific and technological achievements, strengthening macro-management of energy industries.
